Fixed calls with the substitution of our number. Why and who needs it?

People call, they say that we called them. Although they did not receive calls from us (we look at our statistics from the sip operator and on asterisk), this was confirmed by the sip operator itself, that is, there were no calls to these numbers from their network.
Looks like they are calling to spoof our number. Fixed the substitution of two of our numbers, the numbers belong to the same company.
It all started at the same time for these two numbers. Just a couple of these people called, like "you called us."
What is it? Coincidence or are some scammers or something using these numbers for spoofing?
Or is it an attack on our numbers? Then what can we expect and what is the purpose of such an attack?

It happens that there can be a lot of reasons, lack of coordination between providers, after the pool was repurchased, the numbers were not untied, the number was changed in order not to give out one's own, and in 0.001% of cases the company was "set up".
If the problem worries you a lot and does not let you sleep, you hand over the problem to the provider, he turns to the authorities. But here is a painful situation, the provider cannot "track", so you need to go to the client who received such a call in order to understand from which networks the call came ... and all this should not be done by you ... but by those same authorities)

if a cheap operator, it is also possible that it terminates on the PSTN with the substitution of numbers randomly from the range. they forgot to throw out your number or did not intend to.
