Reliability is the same - the difference is in the service. As soon as you start using all the features, it usually turns out that you have to pay for a cloud-based PBX already from 3,000 rubles per month, and installing your own PBX with a used system unit, configuration and paid support (10,000 + 5000 + 500 rubles per hour) is not so expensive.
