How to receive messages to bots from each other in telegram?

Hello.
I have 2 bots (bot_1 and bot_2) and my chat channel. Both bots have been added to the channel as admins. Both bots have /setprivacy = disable.
I want bot_1 to send a message to the chat and bot_2 to read it. It seems like it is possible for bots to communicate through a channel (sort of).
But I have a problem. My private messages bot_2 sees, but messages from bot_1 - no.
How can this be implemented?
Ps: I read that bots were banned from communicating with each other, due to obsession.
