How to rebroadcast an rtsp stream?

Good afternoon
There is an ip-camera on the local network that shoots at 1080p and there is a desire to make a stream from it on twitch/youtube/etc.
An rtsp stream is received from the camera and broadcast by the OBS program, but the computer has enough power to encode to rtmp only at 480p resolution. The question is - is it possible to somehow carry out this coding at a lower cost?
If not, then:
a) Are there any free cloud-based encoding/streaming services?
b) how can you transfer an rtsp stream from a local network over the Internet to another, more powerful computer without encoding, in order to start streaming from it?
Many answers wrote about Nimble Streamer, but it is only for 64-bit systems, and the working computer is running Windows 7 32-bit.

What kind of dinosaur is there that does not master the broadcast of 1080p? Buy a computer on i3 / i5 with 2-4GB of frame and encode safely
