How to reboot devices via LAN?

There are managed switches (from Mikrotik), but without PoE.
Video cameras are connected to them, but since There is no PoE, then through a branch in the form of unmanaged switches with PoE.
Sometimes you need to restart the cameras, but you only have access to the ports of the managed switches (you can disable / enable them through the admin panel).
Question: is there such a device that, when a port on a managed switch is disabled, would turn off the power of an unmanaged switch?
It could be an independent switch + relay in one housing, and if the traffic stops going through it, then it turns off the power and turns it back on in a minute ... well, not expensive, if possible.

There are such devices. They are called IP PDUs.

All right. IP PDU, this device that will help you with only 1 smart microtic and a few stupid switches. However, the price ( www.netping.ru/products/upravljaemye-rozetki-ip-pdu), suggests that it is better to consider replacing stupid switches with Mikrotik and setting up WatchDog

The cheapest option is to change the switches to managed ones. At least from the same mikrotik. If all the unmanaged switches are in the same place, an IP pdu or a network-managed UPS might be cheaper, but unlikely.

Smart socket, ip pdu, ups with ethernet portico.
Arduino with relay and ethernet module.

Good afternoon.
And I wouldn't do that.
If the Mikrotik router has a passive poe output, then hook up a 24-volt relay and power the unmanaged switch (saitch power supply) into the gap.
We configure the watchdog on the cameras and in case of freezing of the cameras, the router will reboot itself and, accordingly, the relay at the output of the port will work.
Something like this...)))
