Is it possible to have an analogue of Flattr in Russia, Ukraine, Belarus, Kazakhstan and other non-EU countries?

One of these days I watched the movie "AFK" and in it Peter mentioned the new (at that time) service Flattr . The thought arose whether this idea would pass in Russia and the post-Soviet space, except for the EU countries.
The essence of the Flattr idea - the user puts the n-th amount of money. He listens to music, watches a movie and presses the Flattr button, which remains pressed until the end of the calendar month. At the end of the month, the amount is written off and distributed among the authors of those materials that the user "approved". My idea is a little different - the user evaluates the material and money is credited according to this assessment. I would like to hear comments on the possibility of implementing something like this,since Flattr has not added the ability to pay even in dollars for four years of existence - only euros .
