I open the normally entered text, but it shows it with the substitution of characters. For example,
instead of "you" he writes "you¤"
instead of "openly" he writes "-closed" the
letter "d" replaces this character with "ƒ"
The original text file is in the "ANCI" format. And such a problem happens when by default you create a new document using Notepad, you also enter it - it's normal, but you save it - incorrectly

Three options:
1) Use UTF-8 for files (recommended)
2) In regional standards, set encoding for programs that do not use Unicode. Put Windows-1251 there
3) Use some third-party implementation of notepad. For example, Notepad2, Notepad3 or AkelPad.
