How to raise your own database of drivers for Windows?

The situation is this:
There is a PC park with a relatively limited list of hardware and without full access to the Internet (IS requirement). Some devices (for example, PCI-2COM expansion cards) are not immediately detected by the system and they need to install drivers manually, with a preliminary search for the installation package.
The idea arose to create our own driver database, from which windows will receive information about the device and download the driver within the local network (such an analogue of WSUS for drivers). I really want to limit myself to standard windows tools without installing additional software on each PC. Google on this topic offers various DriverPacks and their online versions.
Question:
Can the standard Windows tool "Automatic search for drivers on the Internet" be redirected to a local server? Also what it is necessary to lift on this server for the organization of base of drivers?

Start Windows-Server with AD. Install a domain controller.
There is a service there: Act as an update server. It is possible not to make the server itself an update server, but to delegate it to another machine.
BUT you will spend money and time ... well, a lot. If there are 50-100 machines, you can manually install drivers, but more than 100 machines ... So the organization has a lot of money, let them go broke on a full-fledged network with a domain controller and all sorts of additional licenses.
