Why local policies sometimes don't work in windows 7 corporate?

Noticed such a thing. Registered local politicians for NOT ADMINISTRATORS. After the next reboot - the user can do those actions that were forbidden to him by local policy. If you go back to the local policy as an administrator and apply the same settings, then after that the policies work on users. Why is that? We work without domains.

Since the 2008 version there is a new "preferences" mechanism. They work a little differently than classic group policies. Perhaps you are using them.
