How to quickly make a video chat site?

Good time of the day!
Tell me on what technology you can quickly (within a month or two) develop a site where users could register (log in), work with payment systems and use video chats.
Perhaps there are ready-made solutions for such tasks (or can you suggest some lessons)?

Streaming - RTPM (old, works everywhere) or WEBRTC (works not everywhere and not always, but fashionable).
Serverside - do whatever you want. I have a lot of work in PHP5/CodeIgniter. I use nginx-rtmp for streaming.
RTMP clients are written in FLEX, run as flash drives in a browser, and are published as native applications for Windows, MacOS, iOS, Android.
