How to put an image into a shape and cut off the excess?

There is a picture, I'm trying to do something like this, but I don't understand how to implement it ..

I don’t use Photoshop, but in Gimp I would do this: select the layer with the orange blot, take a magic wand, select the background so that the blot itself does not get into the selection. Next, go to the layer with the girl, take the eraser, and erase the bottom of the picture.

I use Photoshop, so I will advise masks and selection by color. Masks so that if you accidentally erased something superfluous, return it back. And highlighting by color to make it easier to outline the hair

1. We have a figure.
2.1 Copy the pasted element
2.2 Select the shape
2.3 Editing -> Paste Special -> Paste in
