How to put a license on the server 1c?

Good afternoon, so for the first time in my life I’m deploying a 1c server from scratch, I understand that the problem is most likely not worth a damn, but I can’t figure it out, so:
1) I installed windows server 2019
2) I installed MS SQL 2019 redistributable for 1c
3) I installed 1c - server (on the same server, locally, configured to work via shared memory)
4) created several empty databases in the local cluster of the 1c server (in SQL management studio - they appeared, which means there is a connection between the 1c server and the DBMS)
5) set up the platform, I'm trying to hook up to the database on the server (empty) - the platform naturally says a license was not found on the server 1c
6) I click to enter a license (I naturally have a license), a standard window for entering the registration number and pin code appears, but this is where the problem arises, for some reason it requires me to have a 15-digit pin code, and I have server licenses - 16 digits, and in all configuration licenses - 16 digits.
No matter how much I googled, everywhere they write that the license for the server is installed through the configurator, which you enter through any empty database located on the server, but as soon as I try to enter the configurator, I get the error "the installed version of 1c enterprise was not found" and I get such an error as connecting with the platform locally from the server, and remotely, I understand that I deserve to throw slippers, but still I ask for help

The software license package for the server comes with TWO types of pin codes:
1. One pin code of 16 digits for product registration on the 1C portal.
2. Three 15-digit pin codes to activate the software license.
If you bought a server license in the form of an electronic delivery, then suppliers could only send you the first pin of 16 digits for registering on the portal (although normal franchises send a complete set with all pin codes and 16 and 15 digits). In this case, you need to go to the personal account of the portal and register the product using this pin, after which a link will open for downloading distributions, documentation and a set of the very same three pin codes for activating a 15-digit license.

as soon as I try to enter the configurator, I get the error "the installed version of 1c enterprise was not found"

Most likely, the problem is that you have installed only the "1C:Enterprise Thin Client", which does not allow you to run the Configurator. To solve the problem, install the 1C Thick Client using the full platform distribution.
