Is it possible to work with 1C DirectBank with a local certificate?

Is it possible to exchange with 1C DirectBank without eTokens, but simply install a certificate (officially issued by the bank) on the local computer / server. Only for uploading statements and sending payment orders (without the right to sign for sending). Only eToken?
