How to withdraw money in Ukraine?

Hello. Advise an adequate method by which you can simplify the payment process for customers from different countries to my account as much as possible.
There is a payoner card, but recently our banks have begun to scare that this is a whole criminal case and that if they catch it, then there will be little good. Yes, the rates are a bit expensive. I also considered options with Skrill (Moneybookers).
I read on Habré about opening a card in foreign banks (Cyprus / Latvia). The option seemed attractive, but so far I have found only 3 banks that can remotely open a card for a non-resident.
Now I use the x scheme (if necessary, exchange with a system convenient for the client) -> qiwi-> visa card of a Ukrainian bank.
Ideally, you need the ability to accept international payments, at best - work with paypal (acceptance + payment).
Also, a rather important point is the tariffs for cash withdrawals both in Ukraine and throughout Europe.
I will be grateful to everyone who will share their knowledge on this issue or on any related topics (legalization of such payments, etc.).

If you have an account opened in a non-Ukrainian bank, this is punishable. It does not matter - a pioneer, Cyprus or Zimbabwe. Paypal in Ukraine only works for depositing money and spending within the system. You can withdraw through intermediaries. Plus, look, it seems that Privatbank had something for e-commerce.

It seems to me that the payoneer card is the most anonymous and is easily tied to paypal.
For the withdrawal of a penny in general, they take either one and a half bucks or two.

It's funny: Payoneer means “a whole criminal case”, and an account in a Cypriot bank is very attractive, and never a criminal case.
Take it easy: Payoneer does not open US bank accounts for its customers. By opening a Payoneer account, you do not become a US account holder. So, using the services of Payonner, you do not violate any law. Scary stories from bank employees are designed for uneducated suckers.
Moreover, this law implies that in case of opening an account abroad, you are obliged to notify the NBU about this, and, as a result, fly into the babos. But the question is: where to find such a fool?
