How to publish an html banner in Adobe Animate so that the pictures are saved as a sprite?

I made a html banner in Adobe Animate. I want to publish it so that all the pictures are collected in a sprite. I check the corresponding box, but for some reason the pictures are saved separately, except for two. What could be the problem?
