How to make hotkey binds from Wacom Tabl work. Cent. in Photoshop on Mac OS?

The essence of the problem is this, I have already tried it on two completely different versions of Photoshop, including other applications, and even just on the desktop, and any hotkeys with the CMD key do not work for me. CMD+C, CMD+Z, Shift+CMD+Z absolutely nothing works. Tried CMD+C on desktop but no result. Something like the following happens - if I bind both in Photoshop and in some CMD + Z center, then it just doesn’t seem to perceive the command key, but simply presses Z, and instead of canceling, I open a tool for this key. What I already tried:

  1. Reinstall the driver and programs with a complete cleanup of files.
  2. From two completely different Intous S and Bamboo tablets, the result is the same.
  3. Install Punto Swticher, as it was in one of the topics right there.
  4. Change the layout language when working in the program.
  5. I tried other key combinations, for example, F1, but it only works with the pressed Fn, and in the driver Fn + F1-12 is not recorded, only the final F1-12.
  6. Just select the cancel function for the key or buttons on the pen, the result is the same.
  7. If you hold CMD on the keyboard itself, and then click on the tablet key, then the cancellation works, this is provided that the bind in the tablet is already on CMD + Z.

For clarification, I do not have Catalina, but 10.11. The latest driver version is 6.3.37-3 dated 10/21/2019.
In terms of the problem, I sin that the poppy simply does not allow third-party unregistered manufacturers to use the command keys, and this can be solved with root rights for the program and files or in another way, but I have no idea how to give them exactly. Or the jamb of Wacom itself. The second point is the change of the language of the program and the system to English. language. And the last thing is probably to try upgrading to Sierra, but I doubt that this will give a solution. And yes, the fotik does not allow you to set, for example, Shift + Z to cancel, give him either CMD or F.

The question was originally crookedly written ...
Does everything work without a tablet? Should work, otherwise nothing;
Tablet hotkeys are just an imitation of keystrokes, nothing more. One does not depend on the other.
In define keystroke on the tablet, you simply write the keys that you need.
For example, you put UNDO on the handle button, climb into the define keystroke of this UNDO and poke CMD + Z on the keyboard.

including other applications, and even just on the desktop and any hotkeys do not work for me

This is enough to understand that the problem is not in fsh, but in the conflict of firewood with something. And there can be many reasons for incorrect work of firewood. But she is primitive. You will know her at the end. In the meantime, try:

You said you have 10.11, if I'm not mistaken OS X El Capitan.
Capitan is a 2015 system. What year is it now? 2021 is right. This is almost 6 years later. + you rolled up the driver of 2019, 4 years older. Which is no longer compatible.
5 new OSes have already been released from your system. When do you think it's time to upgrade? After 10?)
Why are you still not sitting on XP uncles)

No, comrade, it is worth sinning on your unwillingness to be updated and distrust of someone there and "the old was better."
I've connected a SteelSeries mouse and it works fine with all 8 buttons without firewood. You can easily bind at least the entire clave.
We have to adapt. Wacom is a company primarily for designers. Millions of designers sit for the most part on MacOS because it is designed to work in such programs from Adobe.
Wacom = designers.
Designers = Adobe.
Adobe = macOS.
Wacom + macOS = success
