In order to activate the application, I need to submit an application to FB for consideration, and at the same time, I must have a ready-made application that works. And here is the most important question: How can I make an application if the functionality that I want to develop is not available while the application is not active. In instagram, the same situation with the API.

It seems like for admin-developers of the application, you can use any api without approving.
And test them accordingly.
