How to provide a service to the whole world for money?

We are planning a web service for the sale of electronic goods (courses in English) on a subscription model (in the beginning, it is possible that they pay monthly for access on their own). How to organize sales with t.z. Russian laws? Or is it better to go to another jurisdiction and sell there and pay taxes so as not to suffer from the Russian one? How to accept payments from all over the world, how to legalize such operations?
