How to protect yourself from inadequate performers?

I ran into a bad person here.
Not only does he copy-paste answers to all projects that indicate that legal entities and teams are not interesting, but he also begins to be rude in an open form (he calls him: a jerk, an imbecile, a sick person, etc.).
It all started at the moment when I simply pointed out to him that he needed to read the draft, which indicated that we would not work with him.
Then he nevertheless made concessions and sent the TOR and materials (on the eve he said that he would need to review the entire project and finalize it in accordance with the TOR), after 1.5-2 minutes he already received the amount of how much and for the entire project (according to him ). The question is HOW and WHY?
At the request to evaluate in stages, for that matter, I received a message demanding payment for the work for two hours, in which the project will be evaluated. WHAT?
On attempts to find out how the amount is higher and what to pay this money for, I received the answer "well, for the work, you need to evaluate and analyze the TK."
Then I called, to clarify what it is and what it is eaten with - insults began, that if it doesn’t suit me (I’m roughly quoting) - go through the forest and you are generally a 15-year-old child, an imbecile, a moron and you need to be treated - there are no insults from my side was, yes, the communication was in a raised voice.
Actually to the essence of the question - how to weed out such performers? How to deal with it? What do you think about this?
The response was to freelansim.ru - I wrote to the support service, whether they will block it or not - I don’t know.

About the question. I understand that sometimes freelancers can send too high a rate or indicate very long deadlines. There is nothing we can do here, unfortunately. Freelancers have the right to specify their terms. Moreover, it is the freelancer's choice to send the same response to different orders or write a separate cover letter for each. Although, in our articles, of course, we always recommend contractors to follow this: carefully read the description of the order and write a unique cover letter for the client's tasks. This increases his chances of being selected under the order.
But if the choice of a freelancer is to send the same type of responses, then the choice of the customer is not even to consider such responses. I wrote a short instruction for you on how to choose a freelancer:
1. Write a good order text - it clearly states the task and all the requirements for the contractor (price and terms, legal entity, what result do you expect, the goal and objectives of the project, examples and etc).
2. Determine the factors that are critical to you when choosing a freelancer. For someone, for example, the deadline is important (and he is ready to increase payment for the sake of speed).
3. Make a long list: from the list of freelancers, select only those who meet your criteria from the second paragraph.
4. Shortlist: Select a few freelancers from a long list based on:
- Feedback: written for your project, the freelancer answers all the questions specified in the order. Tells why it suits your order.
- Price and deadlines: be wary of overestimated and underestimated figures.
— Portfolio: the quality of work, their relevance to your order.
- The number of positive reviews and the content of negative ones: we advise you to read the text of negative reviews. So you can understand whether you are ready to work taking into account the shortcomings indicated by the previous customer or not.
- Personal information in the profile: be careful with those freelancers who have indicated almost nothing about themselves.
5. There should be two or three freelancers on the shortlist - talk to them and choose "the one." Pay attention to politeness, clear wording of the answer and general adequacy.

It can be seen that you don’t agree on something, most likely the person didn’t even give you a phone, you found it somewhere in VK or profile, for example, I give the phone myself, yes, but this is in case of emergency and usually I don’t expect a call if we discuss everything in chat.
He called you an inflated price to politely "send off", after that you decided to talk to him in person to figure it out and put him in his place. He was bombed, he switched to insults, but he is to blame, but this is natural.

I will say one thing - the mentioned site does not say anything, you are talking about design, it is immediately clear that you have ruffles, while the bulk of customers just need to go !! there is also a clear list of works, there are both Bitrix and ASP - for the sake of interest, rummage through your favorite exchanges in search of a bitrixoid - with a gulkin nose, if you scratch it, then share it for sure!! ..)) they are not there!
So you can bet that your fault is more than half! As you correctly said above, you are not saying something, however, judging by the nervous tone of the question, it is so ...

You were given a price tag, a little overpriced - a common technique among highly loaded specialists - there is no point in throwing a turnover because prepayments, but if you do agree - why not do it, because the most expensive thing in the world is TIME!
For some reason, you climbed with questions and clarifications, although it should have been clear by now that you had crossed the border)))) Or what were you hoping for? At TORG?!!... ahahah
All of the above is purely my personal opinion, based on 16 years of experience as an employer....

no matter what happens, the contractor should not swear, and even more so turn to insults. I will assume that this was simply done on the nerves, by an inexperienced performer who also does not know how to build his workflow with people who want an individual approach, but do not want to pay for it.
how to avoid it? -> Specify immediately the final budget for the project, with a list of required work for which you are willing to pay, point by point.
you have a reserved budget that you are willing to spend on the project, indicate it, and work within this budget by choosing the best offer among those who are ready to work for this amount.
in many areas of business where the costing process is complex - it is usually a fee-for-service.
if the project is really complex, even consulting a potential contractor may be paid.

1) We don't know how you talked to this freelancer. Maybe you also called him something or hurt him like that, but you yourself did not notice it.
2) Why should a freelancer spend their 2 hours evaluating and scheduling a task for you? so that you then go to another and also spend his time for free and in the end choose someone else who has a price of 10 rubles cheaper?
If he evaluates everyone there, then he will work day and night for free.
3) Are you sure that you offered a good price, and not a rogue one? Maybe that's why you chose this artist, that he agreed to it.
4) If the customer is a fool, you need to tell him so if you want.
