How to propose a useful innovation to the administration of Habr?

Actually a subject! Where and how is it done right?
The idea itself is that it would greatly increase the motivation of the project participants to answer questions if karma would be added for the answer that was recognized as a solution!
And it would not be bad to encourage karma itself! That is, a step-by-step promotion, say, for 50 one prize, for a hundred another, the third for 500, and for a thousand, of course ...
Surely there are many who among serious online stores or firms want to sponsor this innovation ...

For an answer that was recognized as a solution, karma is added by the author of the question when he is not miserly.
For fifty points of karma, they give a prize opportunity to invite people to Habrahabr (and long-registered participants for 50 points of karma are given an old-timer badge in profile).

The problem is that not always the answer, which the author arranged, he marks as the answer, forgets or answers “thanks fixed” and the question dies on this. And so the idea is on the surface, I think the admins have been thinking about this for a long time, or at least it was in TODO: when they did QA. If you haven’t implemented it, then there is a reason, the first thing that comes to mind is cheating karma.

Previously, when the trees were large, at the bottom of the topic, in addition to the voting buttons for the topic, there was a button “plus karma for the author”, and there was no “minus button” there. For a good topic, you could get decent karma, invite friends and get some more asparagus.
But then the policy of the administration changed from a lot of authors writing it is not clear what -> few authors, but good and fit. We removed the karma button in the topic, raised the thresholds in all blogs and set the minimum threshold for writing a topic. They also raised the threshold for voting for karma from five to fifteen, thereby sharply reducing the number of those who can generally click on the cherished arrow. By the way, this was along with the opening of QA. For some time, even the threshold for writing a topic was raised from 5 to 10, in my opinion, units in karma, which had to be “earned” in qa or comments.
Accordingly, now the focus has not changed - good qualified authors already have a lot of karma since the time of the arrow in the topic, participate in the PPA and write posts. It is difficult for new authors to “rise”, but it is possible, it takes a long time to write many topics. Or if you don’t want to become a “star” or get some kind of badge, then you can not worry about karma at all and just write from time to time for fun, like most people do. Of the indulgences, a recovery mod was added that allows you to write "cleansing" posts with zero or negative karma, so you do not need to "stuff" karma in qa or start a virtual through the sandbox.
As for your idea, firstly it is not new, it has already been proposed 100 times, and secondly, as you can see, it does not agree with the current Habr policy.
