How to properly type html in PHP-Storm?

in html, emmet works terribly, does not give a drop-down menu of options
if you start typing with an opening tag, then everything is also sad, the choice gives
but either does not close the tag, or does not put down the default attributes in the corresponding tags

emmet in phpStorm works fine and out of the box (no need to install any third-party plugins).
There is no drop-down list, because at the beginning of the tag you did not put<
