Do I understand correctly that at first, just a stub is made up, i.e. our main page, text is written, etc. etc., and then all the text is replaced with template tags, etc.?

It seems to me that everyone does as he pleases. For example, I first make up the template into a regular html document, regardless of which CMS it will be installed on. After, I adapt the layout to the CMS structure. For example, I insert the upper static part into the X controller template in the CMS, and so on.
