How to allow access to a folder in the root of CMS DLE 10?

Tried through .htacces, but zero attention.
Deleted all htacces still works stably. Crazy DLE.
Where in the code are these permissions written?
How can I make a folder in the root folder of DLE 10 and be able to connect to it?
I need to fill in this folder CMS forum. I don't care if it's a subdomain or just a directory, I need it to work :D
Something like this:
/ - here DLE
/forum - here is the forum CMS
site.ru/ - DLE
site.ru/forum - forum CMS, but DLE does not let here and writes in the address bar "/forum/?do=cat&category=forum"

create a .htaccess file in the forum folder and enter this into it:
RewriteEngine Off
