How to properly set up a blog in Vbulletin 5.1.9?

Hello everyone, well, I decided to switch to the new version of the Vbulletin 5.1.9 forum engine, in general, everything suits and is flexible.
The blog module came in very handy, but there was a problem with access rights, as an administrator I create different categories on the blog and I need to make sure that any registered user can write there, I generally have run out of options how to do it. I would be grateful for your help)
