How to properly place equipment in a 19" server rack?

Good day to all!
Please share your experience and point out mistakes.
There are several remote sites where it is necessary to place network/server equipment + video surveillance. I want to understand in what order it is more correct to place the equipment in a rack. Are there any standards?
Now they assembled something like this:

But I think to change the scheme, how competently will it be placed in this way?:

I would bring the outlets to the back if there is access to it. Sockets are rarely needed.
Also, if you can easily approach from behind, then you can move the switch / router / passive there. At the same time, separate sockets and network equipment in different directions (top / bottom).
Network equipment can be left at the front, but perhaps at the top of the rack.
UPS is definitely on the bottom.
The rest is at your own discretion, depending on what you have to do more often.

And what does not suit you in the current assembly?
As for me, everything is very neat and normally packed, pleasing to the eye and convenient to administer.
