How to properly organize a database of people?

Good day.
Situation: there is information about, say, 1000 people in a completely disparate form (from an e-mail in free form to a paper questionnaire and records in excel).
The task is to put all this economy in order.
I'm looking for: Some service, database or something completely different, where one could:

  • enter information about these people;
  • sort them according to certain parameters;
  • attach documents, links, notes related to a specific person or organization;
  • indicate the social connections of the members of the base with each other
  • indicate the time of the last contact with the person (i.e. whether he answered the letter, whether he came to the event, etc.).

The task of tracking sales or "progress" is not worth it.
To be honest, I have no idea which way to dig in search of what I need.
I would be very grateful for the tips and advice on organizing this entire economy.

There are many CRMs and various trackers, but in the end it all comes down to the fact that you need to write a solution for yourself. You can use the API of any CRM or take a ready-made one and add it to your needs.
I work in process automation and have created a lot of similar solutions.
In addition, it will not be difficult for a competent developer to implement such an application according to your requirements. Most of the tasks - designing a database, creating models and doing CRUD operations - on modern frameworks will take 1-3 days for a good developer. Designs, user interface and all sorts of widgets, dashboards, etc. - this is optional, you can invent it for several months =)
