How to set up a channel in Slack with this functionality?

Does anyone know how to make this type of channel, which will work like this:
It consists of 13 users, for example.
3 users: Alexey, Andrey, Anton see messages of all people.
10 users: user1, user2, user3, etc.
Each user% out of 10 will see only his own posts and posts by Alexey, Andrey, Anton. and will not see the messages of other user% in this chat.
that is, they will have a chat with three people, and Alexey, Andrey, Anton will have a chat with everyone.

You can automatically create channels for each user from user1, user2, user3. And create 1 more channel to which messages from them will be sent. You can send it in the opposite direction, but to make it beautiful, you need to send them with a user token (or put options in messages so that the bot mimics the user - put the desired name and avatar).
But so that some messages are visible, and some are not within the same channel - this is not possible
