How to properly open port 25565 for Internet access?

Sorry for asking another question on this topic. I know that the topic of opening ports, especially port 25565, is covered enough on the Internet to figure it out for yourself, but for some reason I still can't open the port.
The purpose of opening the port is the Minecraft server on your PC. I have a gray IP address, so I use the No-ip service (free DNS) to create a server.
Following this https://www.noip.com/support/knowledgebase/how-to-... instructions, I got to the step of configuring ports.
I chose, as you might guess, port 25565.
Opened it on the Netis WF2411E router for TCP and UPD protocols with forwarding to my computer:

In the firewall (I have Windows 10)created rules for this port in incoming:

But when checking the port using the 2ip service and the Port Forward Network Utilities program,
I get the result "port is closed":

More information - my provider is Xatanet.

I would like to understand what I'm doing wrong and how I can open the port in my case. Thank you.

Do you have a white static address on your router? if not, buy from the provider.
It won't work without it
