How to properly divide a dedicated server into virtual ones?

There is a physical server, suppose with an Intel Xeon E5-2630v2 processor (6 cores / 12 threads) \ 64GB RAM (the server is purely for example, you can use your server as an example, can someone share their normal server config - processor, memory, ssd, etc.) and how many virtual machines are kept on it)
How many VDS can it be divided without harm to the users who use it?
Are there any guidelines or rules on this topic that you need to follow?
I would like to understand, if you make tariffs, then how to properly divide the server into VDS?
How to allocate the minimum / maximum tariff?

It all depends on the resources allocated to the virtual machines. For example, 12 virtual cores and 64 GB of RAM are easily divided into 12 virtual machines with one processor and 4-5 GB of RAM. Or, for example, for 6 virtual machines with a physical core and two virtual ones and 8-10 GB of RAM.
Divide depending on the requirements of users for computing resources.
