How to properly configure vsftpd access for local users?

Hi all. Tell me where I could be wrong? An incomprehensible problem has arisen. Costs CentOS 6, decided to install vsftpd for ftp code editing. But I can't connect with root? nor other local users ( /etc/vsftpd/vsftpd.conf has local_enable=YES ).

@inkvizitor68sl Hmm, surprisingly it worked, although I had to set chroot_local_user to NO to access the system root. Now it remains to understand what the problem was.
+ Can you please tell me how to view vsfptd logs? How to do it in Linux? And then my knowledge in it ends with ls cd and server start. By the way, now when restarting vsfptd in the restart status vsftpd_base FAIL What does this mean? Although everything works) puu.sh/7tMQQ.png

Clearly and clearly written "... This example file is an ex ...", i.e. this file by default contains a NOT working (generally working) example, but it (the example) cannot be used. Read the vsftpd.conf.5 "learning page" where you will fully understand all the vsftpd options.
In short, in the terminal (I have Ubuntu 14.04.1 LTS on VPS) we write:
