How to properly configure DHCP relay on Mikrotik?

Hello everybody! Prompt as it is correct and whether it is generally possible to implement the following scenario. There is a distributed network of the enterprise, Mikrotik RB951G routers are installed and configured in the branches, now all routers in the branches have a DHCP relay configured on the DHCP server in the central office and, accordingly, clients in the branches receive addresses from the central office. The problem with this configuration is that if there is temporarily no link between the branch and the center, then clients cannot get addresses. Is it possible to configure the DHCP server on Mikrotik so that if there is access to the DHCP server in the Mikrotik center, it works as a relay, and if there is no connection, then Mikrotik itself works as a DHCP server and distributes addresses from its pool.

And what is the benefit of a common address space for all branches? As I understand it, your branches are remote sites that are assembled into a single network via WAN channels? It is more logical to set up your own subnet on each of them, and use the routers for what they are intended for - routing between these subnets.

Set up local DHCP and turn it off, then use netwatch behind the address of the central DHCP server and, if it falls, turn on the local one, after the central one returns, put out the local one.

In my opinion, you need to get confused by writing a script for Mikrotik, which will receive settings via fetch from the private section of the corp. web server, and update the local dhcp settings on Mikrotik. I was just thinking about doing something myself.
