If in general, then look for the most popular groups / publics (at least 3) in VK on your topic, parse the participants (there are applications in VK), make intersections on these 3 communities (you will get members who are members of all 3 -ex communities - this is your most "needed" TA), export the list of IDs of these participants, fill them in the advertising account in VK as an audience and your ads will be shown only to them.
