There is a site beorg.ru. This company provides services for processing large volumes of questionnaires and forms (scans them). Customers are large customers who have a large flow of these same questionnaires. The question is how to effectively promote this resource? SEO is practically ineffective, because company representatives do not look for this service in search engines, there is either no traffic, or it is non-targeted, such as students or office plankton who need to scan something. The context for the same reason does not give a special result.

Let's think a little wider. Do you want orders or promote the site? Hope orders. Further, if they are not looking for anything on the Internet on your subject, then it is logical to look for other ways to attract customers. Start communicating with your potential clients live. Find out if they really need your service, offer a trial period.
The task is creative and there are many ways to solve it. Don't get hung up on the site.

If your b2b product costs 1000 usd or more, then I would recommend trying to promote offline - these are conferences, seminars, trainings where your audience lives.
For example, for the StaffCounter.net b2b project, we tried to distribute leaflets and install rollup at seminars for entrepreneurs, business owners, HR managers, company executives, i.e. our target audience. And of all visitors, our potential customers are usually 2-5% of the entire audience, this is a real figure.
The price of such promotion is from 6,000 rubles to 20,000 rubles (if a company representative is personally present at the event for various purposes) for one event. We usually just put the banner and flyers in the participants' packages. A minimum of One interested client was always obtained.
