How to promote a math site?
Most search engine promotion guides provide techniques that work for business websites, including all sorts of paid options. And how to promote a non-commercial site on a specialized topic in Runet? My math site has been around for four years and still hasn't scored more than ten TICs. Where to begin? Where and under what conditions can you try to place links? Are there any tricks involved with adding metadata?

What do you mean by "promoting a website"?
If you need TIC, then you need to write content that is useful to people (to a sufficient number of people), they will leave links to it on the forums, TIC will grow up. I have a site about electricians, ~400 external natural links per year, TIC 10.
Why do you need TIC? Do you want to sell links?
This does not lead to promotion, rather the opposite.
Look at your topics. Submit to directories.
Do internal SEO.
