How to programmatically put a file created on a PC (Windows) into an android emulator folder?

I write support for modifications for my game. I need mod developers to be able to test their mod in the game by pressing just the start button. How to programmatically upload a file with a mod to the android emulator in the com.company.name folder? And what free emulator do you recommend for this purpose?
