How to programmatically add a link to a website on the phone's home screen?

Tried to achieve the desired as shown here .
Did not work out.
The worker works, but the element with the offer to add to the main screen does not appear.
From the example given at the link it is not clear what exactly needs to be changed additionally.
Can someone from the community provide an example of how to do this correctly?
