How to prevent users from deleting files/folders in Windows 10?

Hello. There is a need to prohibit users from deleting files and folders on a separate machine, incl. number from the home folder.
Use rdp, kiosk mod, etc. not an option (I want to close this particular hole), there is a domain, i.e. ± 2-3 accounts will appear on the computer (i.e. I don’t want to walk around each machine and manually set the rights to the home folder), disabling inheritance for the Users folder didn’t end well and I don’t think it will end, are there other options?
PS The ban on deleting files for users should not affect temporary files created by various software.

this means that you can selectively manipulate permissions only within the user profile folder and only within user folders . for example, in wine 10 there are about 7 of them (Favorites property of IE, Links and Searches - Provonik, OneDrive - well, the name speaks for itself (but I just uninstall it right away;) source creates VS, this is specific, VirtualBox VMs all the more)
the good news is that changes in rights can be scripted, and scripts can be assigned to the start of a user session by domain policies (local ones are also possible, but you seem to say that there is a domain). that is to fully automate everything. but this is a common scenario. details on both scripting rights changes and logon/lpgoff script policies - google to help, old and hackneyed topics
ps don't forget that you either need to change the owner of controlled folders, which is a dubious undertaking. or put an explicit prohibition not only on deletion , but also on changing access rights (which may not become an obstacle for competent users, if they have the status of the owner )

Remove admin rights.
Then set the rights to the necessary folders.
