How to prevent changes to files in a specific folder located on the local network?

Hello!
I really need advice.
There is a local network, a domain is deployed, AD is all business.
there is a shared file share on the network that is located on a file server. It costs us Windows 2008R2
And there is a specific folder.
It is impossible to make it so that all domain users could enter it, create their own files and folders, but at the same time, they could not change those files that are already there. (files there are all sorts of office xls, doc, pdf)

On existing files and folders, disable inheritance (Add permissions inherited from parent objects) and set read-only rights for domain users
