How to prepare images for a responsive website?

Hello colleagues. Can you please tell us how a designer should prepare images for a responsive website?
Do you need to cut each image separately for each layout or do you need to make the picture with some margin around the edges, if so, with what?
For example, here https://www.renault.ru/vehicles/range/duster.html , the central picture, when the screen is reduced, is perfectly centered relative to the car and has a clear margin at the edges, which becomes visible when the screen is reduced + the picture does not lather at the same time. The rest of the pictures on the site are exactly the same.

They use something like a new picture element
https://github.com/scottjehl/picturefill here is a polyfill for it.
caniuse.com/#search=picture but native support is also almost normal already, just a donkey as always.
