How to practice spoken English?
I almost don’t communicate in Russian either (namely in voice), because of the peculiarity of my character.
There are no known foreigners. It's hard to even get acquainted with Russians
. What to do?
PS there is no opportunity to hire a tutor

There are many such people on YouTube who are ready to Skype with anyone.
Go to any video (english lesons) and in the comments there you will find a bunch of people with different levels of language proficiency.
