How to power COB LED 10w from 18650 lipol?

I ordered just such a thing (link to Ali), if you believe the comments and other lots with a similar thing, it consumes a maximum of 1 A and asks for about 12 volts. I want to feed it from two cans of 18650.
The easiest option, which I immediately came to: connect the banks in series, set a boost converter like this volt to about 14 and then limit the current lm317. but the efficiency of this design will be quite poor.
Then I read that there are specialized microcircuits that increase - drivers, but I did not find the circuits (or rather, I found it, but I could not count it to fit my needs).
In addition, I will say that it would be useful to control the PWM for different operating modes.
I would be happy with schemes (I am friends with a soldering iron and etching boards) or ready-made solutions (at an adequate price).

The 36 ** converters (which you wanted to increase) in the circuit have a little-to-little ohm resistor (0.33), which sets the current limit. You simply don't need a second regulator.

The easiest way is to buy a boost converter that has a built-in output current regulator.
like this
Alternatively, take not 2, but 4 cans of lithium and use a step-down converter with current control like this .
