How to populate fields grouped by adjacent column values?

I'm trying to learn excel.
The task is interesting, I'm trying to make the field on the left start with
1001 and each product to be 1002 1003, etc.
This is easy to do, but the difficulty is that there are identical names in the right column and then it needs to be like this
1005 - Product name 1
1005 - Product name 1

That is, if the name in the right column is the same, then the number is also the same, and the next 1006. This is generally maybe using excel?

This is not how it is done. Read about data normalization.
Usually:
There is a table - the base of the nomenclature, format
артикул наименование
WITHOUT duplicates, with UNIQUE articles.
And the table that you fill out, there you indicate either the article or the name, as it is more convenient - the second field (or more, if there are several of them) - are filled in AUTOMATICALLY.
For example, you can make column C fillable through a drop-down list from the nomenclature using data validation (side effect - there will be no typos), and pull the Article through VLOOKUP. With a large number of fields / records, it can slow down.
But in general, it is better to use databases for this, at least ACCESS, where it is much more convenient and faster.
