How to plan the work of designers?

The team has two designers, working on internal projects of the company.
The team is doing:

  • Web design development
  • Banner drawing
  • Sometimes leaflets for printed matter
  • Design interfaces in Axure
  • etc.

While the projects had few problems with planning, there were no problems.
When the number of projects exceeded 20, problems began to appear in the form of deadlines.
What we have now
We are actively working on two major projects.
Very often people come and say:
- We have a webinar in a month, we urgently need to draw a layout for this webinar and a set of banners for them.

or:
- We have promotions, let's put everything aside and draw layouts for 8-9 promotions ...

well, etc. with other problems
Comrades, maybe someone had or has a similar situation, how do you cope. How do you plan your design team so that large projects don't suffer?

To get started, use some advanced team management system, like this one: https://basecamp.com/ Next, just manage the priorities of designers in this system, and strictly oblige designers, in case of a priority change, to pause the current task and switch to new.
But, such an approach still won’t save you from missing deadlines, because it’s already clear that there aren’t enough designers. But it will help to remove the risk of disruption from important projects and transfer them to less important ones.
Another way to increase productivity without hiring another designer is to add overtime pay (x2 per hour). Employees will have a real motivation to work longer, and still in the end it will be cheaper than hiring another designer.
