How to plan professional development in telecom?

Good day colleagues and not only!
I want to ask you to give advice, or share life experience. A couple of years ago I graduated from one of the universities of our vast country, majoring in telecommunications. After graduation, he began his career as a network monitoring engineer in one of the major providers. Having worked there for almost 2 years, having sufficiently mastered the work processes, the question arose, what next? At the current place, there are few prospects for growth, management in the development of employees is weakly interested. I don't want to wait until everyone is dead. Watching colleagues who are over 40 in similar positions, there is an irresistible desire to do something. Horizontal development does not seem interesting to me.
I apologize for the stupid questions, but there is no one else to consult with.
How would you act in such a situation? What books to read, what technologies to study in order to further develop your horizons and professional competencies? Interested in project management. Fortunately, during working hours there is enough time for self-development.

Вот работаете Вы у провайдера, который предлагает: интернет, телефонию, видеонаблюдение, что-то еще. Провайдер возможно локальный, возможно федеральный. А теперь вопросы, на которые надо ответить для дальнейшего развития:
1. Что просят у Вас клиенты провайдера
2. Что не идет у провайдера (например слабо продается сип-телефония)
3. Техподдержка провайдера качественная?
4. Что-то еще из работы
5. И еще
6. И еще вспомнить
Теперь смотрим сколько провайдеров в городе. Какие проблемы у них

Вариант: рядом с провайдером всегда куча фирмочек трется, которые поставляют что-то, забирают клиентов на обслуживание, обычно это франчайзи, заправщики картриджей, установщики винды и настройщики роутеров. Начинайте налаживать связи с ними, лучше сразу с руководством. То есть можно проехаться, оставить визитки. И самое главное в процессе разговора спросить, что ИМ нужно от провайдера, может быть они бы хотели совместно зарабатывать деньги, но у них не получается. Станьте их помощником, и поверьте...сразу...пойдут предложения "настроить АТС", "прокинуть канал" и тп.

The logical development of an employee in the provider: duty shift -> operation -> development -> project implementation. So many go, there will be experience in all departments, when a necessary and interesting position appears in a certain provider, you can safely rush there. Telecom is a rather conservative industry, real career growth begins after about 10 years of work experience.

You don't need to read books here, I changed jobs 4 times in telecom in the first 2 years, and you are marking time.
Change jobs a couple of times a year to grow.

If at the current job the management is really not very interested in development, optimization, then it is better to run away from there. Although there is a chance that you are wrong, it may be worth discussing this directly with the management, and you should immediately prepare your proposals and maybe they will hear you and offer to develop some direction. You still need to be able to convince the authorities.
The main thing to understand is that the goal of any business is to increase profits. If you see that some business processes or your IT infrastructure can be optimized, that's great, but if there is no exhaust from this, then these gestures are worthless.
First of all, decide for yourself what you want: a big salary, interesting work, self-development as a professional, realization of the desire to help develop the organization at the current place of work, organizing your own business?
An option is to look for a job with another provider, if in your city everything is sad looking for another, and choose an employer based on your desires. True, it is often possible to assess whether you like a job, oddly enough, only after working for some time in one place or another.
If you want your own business, think about whether you have enough confidence, the ability to live for a long time without income, skills and experience, and most importantly, personal motivation. Sometimes the last quality is the most important. Having a well-coordinated and experienced team will be a good help to start your own business. Start small and time will put everything in its place.
