How to reserve a client port in Cenots7?

Is it possible by means of the operating system to prohibit other applications from using a certain range of ports and tell the application to use this range as client ports?
For example, I want to use my computer as a client port to connect via ssh to another machine - ports in the range from 4000-4015 and other applications could not use these ports.
I hope I expressed myself clearly

Probably, you can add the /etc/sysctl.conf line here
And re-read the config:
Well, either at the firewall level, you can probably do it too.
