Regarding the size of an existing shape:
1) look at the size of the composition in pixels (ctrl+k)
2) set the scale of the shape not in percentages, but in the same pixels (select the shape, "S" -> units "pixels")
Regarding the size and positioning in the center, then simply double-click on the icon of the required shape in the tool panel and it will become centered and fill the entire composition in size (although this only applies to ovals and squares)
And if you have already created a shape, and it is not centered, then most likely you will need to align its Anchor point to the center of the shape itself. Press Y, then hold Alt+Ctr and move the shape to the center of its Anchor point, there will be automatic positioning help. After that, follow the first pixel tip.
