The problem is that the number is not +7, but +3
form money.yandex.ru/shops-phone.xml?ctid=157291&geoa=1 to +7
and money.yandex.ru/shop.xml?scid=343 without any indication at all belonging country
The question in the caliper remained unanswered.

No way. You can exchange for WebMoney and pay for WMU in UAH. Or find an intermediary.

This is, of course, my personal opinion, but still it is easier to move away from electronic money, it is better to use bank cards, the percentage is lower and electronic money has already surpassed the service level.
