How to pay for goods with a card on the site?

Good day!
There was a need to add payment for goods from the site through the card. Currently only via the PayPal Classic API.
But the main problem is that they tell me that this can be done using this
Billing Portal service , which used to work only with paypal's api. Googled and did not find any api or way to implement the task. I have not contacted billing portals before, can you explain whether it is possible to implement payment from a card on the site through this service or not?

QIWI is successfully coping with this task, the commission is like everyone else. From 1.5 to 3. I bet on my projects. All OK.
