No way. Such services do not exist. You can have a bank card of a Russian bank only by visiting the country and opening an account there. In this case, you will have to receive a document on the basis of which you will open an account
You can try to create a virtual card in one of the country's payment systems, for example, Yandex.Money.
But you will most likely need a SIM card of the operator of the Russian Federation and a user profile identified in the Russian Federation.
