How to pass a specific tab id to an extension in Chorme?

There is an extension in which notifications arrive from backs. When clicking on a notification, we must follow the link from it, or if there is a tab in which the application is open in VK, change the focus to this tab. The problem is the following. The link can be specified by alias, or by id.
That is, maybe - https://vk.com/app99999999, or maybe https://vk.com/my_app_name + the same applications are in other social networks, for them their own links, of course, sorting through all the links is stupid.
The goal is to tell the tab extension the id of open applications + pass the application id. For focusing to work regardless of the url specified in the incoming notification.

Приложение может при открытии послать сообщение расширению, тем самым зарегистрировав свою вкладку в нем.
